INTERNAL REGULATION
INTRODUCTION
The French school of Ljubljana is a public establishment of education belonging to the network AEFE, it is subjected to the laws current in France.
The internal regulation has for object to define the rules that are required by life in community, it defines the rights and duties of all parties in respect of the republican laws.
I. ADMITTANCE AND REGISTRATION
Children of French nationality and children coming from other approved French establishments have priority at registration.
At the "maternelle" (kindergarten), only children who are at least two years old will be admitted.
The registration for "collège" (junior high school - grade 6 to 9) is made only if the pupil was individually enrolled by the family to the CNED {*NATIONAL CENTRE FOR DISTANCE LEARNING*}.
To register a child, the parents have to present to the headmaster/mistress:
- The family book
- A certificate of capacity of the life in community delivered by a doctor
- A certificate of vaccination up to date compulsory inoculations
- A certificate of cancellation issued by the previous school
- An insurance certificate valid on the Slovenian territory.
No registration can be definitive as long as the family has not submitted all these documents.
During the year any change (family status, address, phone numbers,..) must be indicated to the headmaster/mistress.
II. ATTENDANCE AND COMPULSORY EDUCATION
The headmaster/mistress is responsible for keeping the list of registered or seceded pupils up to date.
The inscription at kindergarten implies the commitment by the family of a regular attendance.
At elementary school, the law on compulsory education is applied. The pupils have to participate in all the activities during school time. Any absence must be indicated to the school at the latest the same morning. The parents will have to justify this absence in writing on the return of the pupil.
Any unjustified absence of more than three half-days a month will be reported at once to the cultural counselor.
In "collège" (at junior high school), the pupils' instruction takes place by means of the CNED {*NATIONAL CENTRE FOR DISTANCE LEARNING*} of Rouen, which provides the lessons, the tests and also the school reports. They are assisted in their task by tutors.
The junior high school students have to participate in all the activities organized for the whole establishment, during school time, notably all that concern the education in the citizenship. They participate in the various presentations (performances, conferences) as well as in the excursions connected to their school program and whose dates are chosen in accordance with the schedule of the homework that has to be sent back to France on a regular basis.
The pupils of junior high school are subjected to the internal regulation of the school and to the rules current in the classrooms and the common premises of the establishment.
In case of repeated defiance of these rules, a warning will be given to the pupil. After three warnings and a meeting with the family, a disciplinary committee will get together to determine an appropriate penalty.
III. SCHEDULES
The schedules of the school are as follows:
On MONDAY: from 8.15am till 12.15am for kindergarten, from 8.15am till 3pm for elementary school
On TUESDAY-THURSDAY: from 8:15 am till 3:30 pm
On WEDNESDAY-FRIDAY: from 8:15 am till 12:15 am
The pupils are admitted from 8:05 am. No responsibility can be taken for pupils who arrive before that point in time:
- Elementary school and junior high school students will be received in their wardrobe
- The kindergarten children have to be taken up to their classroom and undressed in the corridor by their parents.
The parents of kindergarten children can come to pick them up from 3:20 pm on Mon, Tue, Thurs and 12:10 pm on Wed and Fri, directly in the class. They dress the children in the corridor.
In "maternelle" (kindergarten), the parents have to hand to the teacher, at the beginning of the year, a list of all the persons authorized to come to and pick up their child. Any person not appearing on this list must be provided with a written permission to be allowed to pick up the child.
If a pupil has to leave the class during the school hours, he can be entrusted only to his legal representatives or to a person duly appointed by them in writing.
THE PUPILS AND THE FAMILIES ARE TO RESPECT PUNCTUALITY. REPEATED OR UNJUSTIFIED DELAYS DISTURB THE FUNCTIONING OF THE WHOLE SCHOOL INCLUDING THE SLOVENIAN SCHOOL. THE PARENTS ARE ASKED TO TAKE THE NECESSARY MEASURES TO BE ON TIME.
IV. SECURITY AND SUPERVISION
- The teachers insure the security of all the pupils of the school. The headmaster/mistress organizes the supervision duties during breaks, at the beginning and at the end of class and is responsible for its well functioning.
- The presence of the pupils within the building outside of school hours is strictly forbidden, except in case of after-school activity.
- A canteen is organized on Monday, Tuesday and Thursday from 12:15 pm till 1:20 pm. During this period the supervision is insured by temporary supervisors recruited by the APE (parents' association). The pupils are under the responsibility of these persons.
STUDENTS WHO DON'T EAT AT THE CANTEEN ARE NOT AUTHORIZED TO STAY ON THE PREMISES OF THE SCHOOL AND ARE NOT ANY MORE UNDER THE RESPONSIBILITY OF THE ESTABLISHMENT. THEY HAVE TO BE TAKEN CARE OF BY THEIR PARENTS; THE PARENTS HAVE TO SIGN A DISCLAIMER AT THE BEGINNING OF THE SCHOOL YEAR TO THE APE (PARENTS' ASSOCIATION);
NO DANGEROUS OBJECT OR TOOL MUST BE BROUGHT TO SCHOOL. The parents are held responsible for respecting this rule.
IT IS RECOMMENDED NOT TO BRING ANY VALUABLES (games or jewels). In case of trouble on this subject, the teachers or supervisors are authorized to confiscate the object and to return it to the parents at the end of classes. ON NO ACCOUNT THE SCHOOL CAN BE HELD RESPONSIBLE IN CASE OF DEGRADATION, LOSS OR THEFT OF THESE OBJECTS.
V. HYGIENE AND SAFETY
- Emergency exercises take place within the establishment, the safety rules are posted in the classrooms and the pupils are requested to follow the instructions given by the teachers and the supervisors.
HEALTH
- Any contagious or infectious disease has to be reported to the headmaster/mistress within 24 hours. The sick child will not be admitted for at least one week. A CERTIFICATE OF NON-CONTAGION MUST BE SUBMITTED AT THE RETURN OF THE CHILD WHO CANNOT BE ACCEPTED WITHOUT THIS DOCUMENT.
- Pupils victims of fractures or severe sprains requiring a plaster can be admitted only with a medical certificate stipulating that the child can attend the school without risk.
- The teachers are not allowed to give medicines to the children, even with a prescription.
- Only in cases of chronic diseases (asthma, diabetes, allergy) a protocol between the family, the general practitioner and the teacher can be established, to define the modalities of treatment if necessary.
- The parents are asked to regularly check the hair of their children, to treat them in case of presence of lice or nits and to inform the school about it at once.
- EPS (physical and sports education) is compulsory. Temporary exemptions can be granted on presentation of a medical certificate.
- For "maternelle" (kindergarten) the parents take turns in preparing a snack every day. A schedule is established.
- In order to prevent obesity, we ask the parents to make sure that these snacks respect the dietary balance.
- - Due to the same reason, birthdays are all celebrated at the end of every month. On this occasion, the teacher and the children prepare cakes.
VI. SCHOOL LIFE
SECULARISM
According to the statements in the article L 141-5-1 of the code of the education, the bearing of signs or dresses by which the pupils show a religious membership is forbidden. When a pupil underestimates the composed ban, the head teacher organizes a dialogue with this pupil and his family before the appliance of any disciplinary procedure.
MATERIAL
The pupils have to respect the material put at their disposal. Books must be covered. Families are informed at registration what material needs to be bought and have to see regularly to its renewal.
Besides possible disciplinary measures, any degradation requires repair or replacement.
BEHAVIOUR AND DRESS
A correct attitude both in their behavior and in their relations with adults and with their fellow students is required from the pupils. They have to respect the premises and the furniture.
It is forbidden to remain alone in a classroom or in the corridors. All the pupils have to go out during break without exception, except activities in the presence of an adult.
It is forbidden to run in corridors.
A correct dress is required to attend school.
Clothes must be adapted to weather conditions.
It is COMPULSORY to bring a sports gear for EPS (physical and sport's education).
IT IS COMPULSORY TO WEAR SLIPPERS INSIDE THE BUILDING.
VII. DIALOGUE BETWEEN FAMILIES AND TEACHERS
In order to follow the children's progress, it is necessary to maintain regular relations between the teachers and the families.
- - At the beginning of every school-year, a meeting of information is organized, which includes:
- - A general presentation of the functioning of the school
- - A meeting with the teacher of every class during which the teacher presents goals and methods.
- - A visit of the class rooms
- All year round the parents can meet the teachers BY APPOINTMENT ONLY. The teachers will not answer any questions concerning the work or the behavior of a pupil outside such a meeting.
- Regular and individual meetings are organized in every class.
- School reports are handed to the parents twice a year in kindergarten and three times in elementary.
- At elementary school, the progress of the pupil in every cycle is determined by the meeting of teachers of the cycle. The possible extension or reduction by one year in a cycle is a decision taken by the teachers and will be the object of a written proposal sent to the parents. They can protest against the proposition and appeal to the cultural counselor whose decision is definitive.
- At junior high school, school reports and certificates about moving onto the next grade are delivered by the CNED {*NATIONAL CENTRE FOR DISTANCE LEARNING*} and recognized by all other French establishments.
VIII. OUTSIDE SPEAKERS AND OUTINGS
The teachers are responsible for the educational progress, for the organization and for the application of all the activities practised by their pupils. All the teachers and work in narrow collaboration.
Any activity or excursion has to be in line with the school project. This project unites is defined for three years and concerns the whole school. It is adopted by the "conseil d'école" (PTA - parents-teachers-association) and updated every year through amendments.
THIS INTERNAL REGULATION IS ADOPTED EVERY YEAR BY THE "CONSEIL D'ECOLE" (PTA - parents-teachers-association); IT IS GIVEN TO THE PARENTS AT THE REGISTRATION OF THEIR CHILDREN. IT IS PRESENTED AT THE STUDENTS' COUNCIL. IT IS HANDED OUT TO EVERY PERSON TEACHING IN THE SCHOOL
ANY VIOLATION OF THIS REGULATION CAN BE PUNISHED, THESE PENALTIES WILL BE DECIDED UPON AT THE MEETING OF TEACHERS OR BY THE DISCIPLINARY COMMITTEE AFTER MEETING WITH THE FAMILY(S).
